Operating constraints. Automated coding dispatch is disabled by default and is
gated behind an explicit owner approval check, a global limit of two concurrent coding workers,
and an operator kill switch. Delegating an issue to an agent produces a read-only acknowledgement
unless the corresponding GitHub task carries recorded owner approval. Linear assignment,
delegation, labels, comments and status changes never by themselves authorize code execution.
